NOTICE OF CANDIDATE SELECTION MEETING

PURPOSE OF MEETING: To nominate a PC Party of Manitoba candidate for the by-election.

PLEASE NOTE THE FOLLOWING

1.     This notice complies with the requirements of Section 6(A) of the Rules and Procedures for Candidate Selection (The “Rules”), adopted by the PC Board of Directors on December 4, 2017.

2.     Nominations close on May 27th ,2025 (Rules, 7(A)).

3.     Each candidate for nomination, as a condition precedent to standing for nomination, must be a member of a recognized constituency association and shall file an application to be a candidate with the party headquarters. This notice of intention shall contain his or her pledge to support the successful candidate for nomination, his or her signature of at least (20) members of the constituency association in support thereof (Rules, 4(B)).

4.     Except in the case of a member whose membership has been renewed up to or at the candidate selection meeting (see 5, below), no member shall vote at any such meeting unless that member has been a member for not less than fourteen (14) clear days prior to the date of the meeting May 23rd, 2025, at 5:00 PM (Rules, 8(A)).

5.     Renewal of party membership may occur if the membership has lapsed less than one (1) year (Model Constitution, VII (8)(H).

6.     The time for the registration cut-off is 4pm

A)    The cut-off time will be strictly enforced at the discretion of the Returning Officer
B)    Any member wishing to vote must provide one piece of identification at the time of registration.
1.     One piece of government-issued photo identification

  • Driver’s license

  • Enhanced Manitoba identification card

  • Passport

  • Treaty Card

C)    A member must reach the age of 14 years before he/she may vote at a nomination meeting. A member whose age is brought into question must provide a birth certificate or such other proof which satisfies the Returning Officer that the member has reached the minimum 14 years of age on or prior to the date of the nomination meeting.

7.     If a member present at the meeting location has not completed registration prior to the cut-off he/she must receive a token or have his/her hand stamped indicating that he/she was present prior to the cut-off but unable to complete registration. Only members holding tokens or having his/her hand stamped will be allowed to register after the cut-off and must cast their ballot immediately. Members who enter the meeting location after the cut-off shall not be allowed to vote.

8.     The candidate will be selected by a single preferential transferable ballot wherein voters numerically tank the nomination contestants in the sequence of their choice. A nomination contestant receiving more than (50) percent of valid ‘first choice’ votes cast shall be the candidate. In the event that none of the nomination candidates receive more than 50% of the ‘first choice’ votes cast, the nomination contestant with the highest total of first and second choice ballots shall be the candidate. If required for one nomination contestant to reach the 50% threshold, third and subsequent choices may be counted. Voting shall commence as of the RO’s announcement that registration is complete and concludes at a time determined and announced by the RO (Rules, 8(B)).
